The Communal Action Plan (PAC) is a strategic planning tool that enables a commune to organize, schedule, and manage its development actions based on a shared vision. Its purpose is to ensure rational and sustainable management of communal resources while developing annual action plans that consider the needs and priorities of different socio-professional groups. The PAC also provides a structured framework for all development interventions, promoting coherence among local initiatives. Additionally, it serves as a negotiation and mobilization tool with institutional and technical partners. The PAC for the Urban Commune of Demnate was developed by RESING, reflecting its expertise and know-how in participatory territorial planning.
Activities carried out:
- Conducting a diagnostic to highlight the resources and capacities of the commune
- Defining and prioritizing communal development objectives, based on national policies and strategies for local services and aligned with regional or provincial development programs
- Identifying priority projects and activities for the commune, considering available or mobilizable budgets over the six-year PAC period
- Estimating the commune’s revenues and expenditures for the first three years of the action plan
- Preparing the PAC draft document, including a system defining objectives to be achieved and indicators to monitor the progress of planned and projected projects and programs
