The project is part of Component 5 of the AGIRE Program (Support Program for Water Resources Management) by GIZ in Morocco. It aims to develop an agreement accepted by the various stakeholders to manage the water resources of the Haouz-Mejjate basin in the best and most integrated way. The drafting of an agreement for integrated water resources management (IWRM) / aquifer contract for the Haouz-Mejjate basin involves all stakeholders and takes into account climate change, the fight against droughts and flood risks, poverty reduction, and gender aspects, with a particular focus on the quantitative and qualitative preservation and sustainable development of the groundwater resources of the Haouz-Mejjate aquifer.

The study was carried out in two missions:

  • Mission I: A detailed assessment of the state of water resources in the basin and their usage, the history of developments, as well as projections of the future situation by 2030 if no measures to improve water resources management are taken.
  • Mission II: Development, within a participatory approach, of the IWRM agreement for the basin, with specific objectives and indicators established by mutual agreement with the relevant Basin Agencies (ABH-Tensift and ABH-Oum Er Rbia). This consultation led to the formulation of guidelines for developing water resources management scenarios. Based on this work, RESING drafted a proposed IWRM agreement along with the resulting action plan.

The Haouz-Mejjate IWRM agreement / aquifer contract was the first of its kind developed in Morocco.
